The need of international action for the study and transport of
renewable energy is a very pivotal issue that requires the attention of the

so that roughly one-third of Finland’s energy comes from renewable sources. To
reduce dependence on energy imports the government has also implemented energy
efficiency programs to cut domestic energy demand.

However there is no any vivid and current guideline or principle
regarding the area of research and distribution of renewable energy taking
account of all countries’ environment yet, although some agreements have those
in a group that is neither one thing nor the other due to the opinion conflict
within the countries. While EU is trying to solve the problem by helping the
developing countries with their engagement and changes, some developing
countries think that reducing emissions of carbon dioxide is a role only for
developed countries, and some nations argue that making solution for these
research problems should be done separately on their own. Moreover, as have
heard of the weapon made by solar power, some countries spend their time on
researching the renewable energy not to alternate fossil fuels, but to
strengthen their power. This is not a problem of some nations, it is a task for
the earth. All delegates of all nations need to cooperate on this assignment
with the suitable idea coming from this meeting of UNEP.

on the task and get our direction on solving this problem. What this delegate
have put importance to consider mainly and how this delegate interpret the
agenda of this conference are these : considering the measures to research
renewable energy under the purpose, and considering the way of distributing the
technology even to countries that are not using these energy sources due to
lack of skills.


This delegate desires to propose some possible countermeasure for these
main points. First is the forming of an agency as an appraisal group under UN
in surveillance of countries studying the renewable energy resources inside
their country. This does not mean the any oppression, countries need to submit
their report and the appraisal group check the report, observe the working
place, and support fund. The role of this new agency is to educate and set ways
to researching thus observe their work. The appraisal group consists of each
members of the all country and support fund. The fund, which are collected by
UN from all countries in proportion of emissions of carbon dioxide would be
supported deferentially due to the way and the energy source of the research.
Also the appraisal group would not check the report for the result of the
research or the final technology for the possibility of duplication and the
maintenance of the property inside the country.


Secondly, this conference need to seek the best way of distributing the
technology. EU including Finland is keen in sharing their technology to other
countries. This delegate thinks that developed countries need to share basic
technologies to achieve real sustainable economic development rather than
formal sustainable ones. Given the causes of environmental degradation and
historical responsibility, sharing the basic skills of developed countries is a
duty, not a charity. As one of the donors, this delegate would like to say that
countries can prepare a financial support plan for sustainable technology in
developing countries. It is also necessary to set out a differential goal,
taking into account the economic levels and the amount of resources of
developed and developing countries when limiting their greenhouse gas
emissions. Since an unconditional, unrealistic goal can be a compromise in
performance, a realistic goal for each country should be set. The agency what
this delegate have mentioned would help connect the countries needing and
giving, by matching the environmental suitability of each renewable resources.
However, this delegate may argue that technologies and funding should be based
on fairness and balance, and that developing countries should also be held
solemnly responsible for the destruction of the world’s environment.
