POSITION PAPER Delegation: GreeceCommittee: Historical General Assembly, 1956Topic B: The Hungarian UprisingGreece has a long history of building a peaceful state for hundred years since its formed, from Greek revolution, Battles of Greece at 1940 until Greek civil war. These conflicts have experienced us to overcome similar issues until now like Hungary nowadays. This kind of event that our family, specifically Hungary, suffers is also a kind of revolution. The conflicts of Hungary arose in October 1956, has led to an uprising by its civilians. The rebellion had success in deposing the government, however, Hungarians threatened by the prospect of the deployment of troops from the Soviet Union, which had previously asserted its right to intervene in other nations within its communist sphere of influence. Greece fully believes that the current “De Facto” government has the real authority since it has truly birthed the real democracy for its people to reign their own land. This resulted an estimated 2,500 Hungarians died and 200,000 more fled as refugees. Greece strongly opposes any act of violating humanity and recommends addressing the potential refugee problem as thousands of Hungarians that lost their homes because fleeing violence or a crackdown on domestic dissent. Greece recognizing that Hungarian’s people who became a victim are an important reason why we have to withdraw troops immediately. Thus, we emphasizing practical implementation of concrete policy actions rather than empty statements to address the issue. Noting with satisfaction, Greece joined the North Atlantic Treaty Organization (NATO) in 1952 and had an opportunity to join a discussion regarding these issues. NATO’s analysts highlighted that the Soviet and its allies continues their unremitting efforts to promote the communist ideology to the world and weaken their opposition. In February 1956, The NATO experts gathered from the speeches at the Twentieth Congress of the Communist Party of the Soviet Union that the Soviet standpoint regarding the West remained practically unchanged. The aims the Soviets still wanted to achieve were the dissolution of NATO and the European Union, the withdrawal of NATO forces from their bases in Europe, and the prevention of West Germany’s effective participation in the Western alliance. In October 27, the North Atlantic Council take a place in Hungary to intensive discussion. From many countries had joined, The Greek and the Italian Permanent Representatives deeply concerned issuing a communiqué, so that the world would know that NATO was considering the Hungarian question. We deeply convinced a communiqué would immediately be used by the Soviets for justifying their intervention in Hungary. Before Hungarian Revolution happened in 1956, Besides, Greece has been contributing to the United Nations High Commissioner of Refugees (UNHCR) on giving hands for resettling refugees which led to Nobel Peace Prize for its’ efforts two years ago. However, the UNHCR needs to take further actions for helping 200.000 refugees caused by the conflict. Greece recommends all of the member states to take further discussion regarding to the Hungary and its people to find the best solution for their country’s future. The current situation in Hungary caused by these conflicts also emerged in their economics and diplomatic aspects. Thus, we recommend an ad-hoc UN body creation that called United Nations Hungarian Emergency Council (UNHEC). The UN Hungarian Emergency Council will be divided into three chambers, the first one is the Diplomatic Chamber whom we designed to rebuild the Diplomatic Affairs for both conflicting countries. The Diplomatic Chamber will create an Ad-Hoc Special Tribunal for Hungary that will produce a treaty between conflicting parties, mediated by other countries. The tribunal will be supported by United Nations Hungarian Peace (UNHP). United Nations for Hungarian Peace will have the duty to reassert the peace treaty, and will have the responsibility to promote and also keeping the human rights safe, run and supervise elections, and will have the power to solve these conflict effectively. Second, we have the Economics Chamber that will be focusing on the stabilization of the Hungary’s Economics, by lending them a hand and a support through concrete economical actions such as the One Week Building Program or can be shortened as (Owe Build). The program will help by reconstructing the wrecked city, Budapest, which on the other side is the capital city of Hungary. The conflict also led into humanitarian crisis, disastrous event and the violation of United Nations’ Charter. Third, we have Immigration Chamber that will be focusing for refugees’ issues. It would be enlarge the area for deployment of refugees.
